Did you try
options ACCEPT_FILTER_DATA
options ACCEPT_FILTER_HTTP
in your kernel? These options makes FreeBSD do the
3way-handshake rather than apache.
The usual
KeepAlive Off
in /usr/local/etc/apache/httpd.conf and
MaxClients xyz
in same file. Max-clients is computed by 'avail. ram /
size of one process', where you need to leave some
room for kernel, buffers etc. in avail. ram.
